Mar. 29—Ofc. C. Ferrill was dispatched to the Sandy residence of F. Debiccari, whose wife had driven into their driveway followed by a black Jeep, driven by an unknown suspect. Confronted by Debiccari, the suspect, described as a white male in his early thirties with short dark hair and no facial hair, pulled a gun from what witnesses said seemed to be a briefcase. The suspect then drove away without further incident. Two accounts were given of the Jeep’s license plate number, but neither of them matched the description of the vehicle.
Apr. 8—Ofc. E. Roberts cited J. Flores Vasquez, 32, of Portland, for expired registration, driving while suspended, and failure to carry proof of insurance.
Apr. 9—Ofc. W. Bergin arrested P. Bradley, 30, of Sandy, for contempt of court (failure to appear) after being called to the home of his mother because he had “blood all over himself,” due to an apparent attempted suicide. Bail was set at $50,000.
Apr. 11—Ofc. M. Herrera arrested A. Hauptner, 25, of Estacada, for DUII, after Hauptner failed to signal before turning and drove two blocks as a police vehicle followed him with flashing overhead lights. His Blood Alcohol Content tested at .15%.
Apr. 13—Ofc. K. Taylor arrested K. Necessary, 61, of Battleground, WA, after a routine traffic stop, on a warrant as a fugitive from the state of Washington with a domestic violence charge.
Apr. 14—Ofc. J. Bickle arrested M. Richardson, 54, of Sandy, for probation violation (possession of a controlled substance and contempt of court) on $25,000 bail.
Apr. 14—Ofc. E. Roberts cited D. Hilscher, 60, of Estacada, for driving while suspended and failure to carry proof of insurance.
Apr. 15—Ofc. J. Coates was dispatched to assist Dept. of Human Services with a child protective custody issue at Legacy Mt. Hood Medical Center in Gresham. The case involved a newborn baby whose mother had tested positive for marijuana and was subsequently found to have a history of methamphetamine use.
Apr. 16—Ofc. W. Bergin cited A. Weltch, 22, of Sandy, for furnishing alcohol to a minor, after being called by A. Fleischman about a resident who had a large number of juveniles in his apartment with a “bong” in one of Fleischman’s properties. Some of the juveniles were cited, as well.
Apr. 16—Ofc. E. Roberts cited J. Flood, 23, of Sandy, for driving while suspended after being stopped for not wearing a seat belt.
Apr. 18—Ofc. C. Ferrill reprted J. Monteith, 52, of Sandy, had contacted Sandy Police regarding ID theft. Monteith explained that AmEx had contacted her advising they had issued credit cards in her name, and that she had not authorized any credit cards. The bank said there was no balance on the cards, and that they had been issued on Apr. 4 of this year.
Apr. 18—Ofc. C. Ferrill was referred by Portland Det. Lacy Sparling to the home of Sandy resident E. Crist, as a result of a separate investigation she is working on. Crist reported the theft of “a handsome leather checkbook stolen sometime last year,” and could not remember exactly when.
Apr. 18—J. Daly, foreman for Moore Excavation, reported city-wide damage to freshly-poured sidewalks, including shoeprints and “what seems to be gang graffiti.” Estimated damage is $10,000.
Apr. 18—Ofc. J. Coates was dispatched to a non-injury hit-and-run at Sandy Plaid Pantry, where D. Hubbard, 31, of Sandy, reported that a car had backed into his vehicle. The driver offered to pay for the damages, saying he had $1,000 at his house. Hubbard declined the offer and walked toward the store to call police. The other driver drove away in a mid-80s maroon Subaru station wagon.
Apr. 19—Ofc. K. Taylor (accompanied by Police Explorer J. Ratzlaff) cited R. Waldo-Perez, 24, of Sandy, for driving while suspended and DUII (BAC .22%).
Apr. 19—Ofc. J. Bickle apprehended a juvenile on Ten Eyck Road and cited the juvenile for reckless driving and attempting to elude a police officer. The vehicle was clocked at 77 mph.
Apr. 21—Ofc. J. Bickle cited Z. Collins, 24, of Sandy, for violation of probation (consuming alcohol after a DUII conviction).
Apr. 21—Ofc. J. Coates was advised by Ofc. Roberts of a local vehicle matching one reported on April 18, involved in a hit-and-run. The vehicle belonged to T. Sessions, who said no one had been driving it, but sometimes her brother did. The victim (D. Hubbard) identified a picture of the brother, C. Sessions, as the perpetrator. T. Sessions subsequently told Coates her brother had, in fact, been in an accident, but had explained the vehicle damage as having been “caused by a Mexican guy.” Coates reported no contact with C. Sessions, except leaving a message on his cell phone.
Apr. 22—Ofc. J. Coates was dispatched to meet J. Mrdutt, 24, of Sandy, regarding identity theft. Mrdutt had been receiving statements from Palisades Collection concerning unpaid accounts bearing Mrdutt’s address and social security number, but opened in the name of Julio Cruz in Sacramento. Mrdutt said he does not know Cruz, except by the statements. Coates provided the victim with an ID theft pamphlet and advised him to check his credit report. Mrdutt said he lost his social security card in 2000.
Apr. 22—Ofc. J. Bickle cited B. Loftis, 23, of Sandy, for driving while suspended.
Apr. 24—Ofc. K. Taylor cited C. Bender, 46, of Estacada, for failure to perform the duties of a driver after a hit-and-run involving G. and K. Angell, whose vehicle had been struck from behind while driving east on Hwy 26 near Industrial Way. The Angells followed the perpetrator, obtained the vehicle license number, and reported the incident to Sandy Police, who investigated and made the arrest.
