Nov. 5—Ofc. K. Moody was dispatched to a barking dog complaint at 18377 Davis St. Moody discovered three Jack Russell Terriers inside the house barking. Moody left a warning and suggestions on how to correct the problem for the resident, M. Yohn. Nov. 6—Ofc. E. Roberts arrested R. Sine, 48, of Sandy, for Assault IV. At 10:06 p.m., Roberts was dispatched to a domestic dispute at 17790 Towle Drive. Roberts found two females standing outside the door; one was crying and very upset. One of the females was M. Young, Sine’s live-in girlfriend. Roberts was familiar with Sine and had been to this location before. Young said her daughter and Sine were arguing over a canceled car insurance policy. The argument escalated and Sine picked up his girlfriends daughter and threw her into a coffee table, injuring her arm. When Roberts placed Sine under arrest he also noted a strong odor of alcohol. Bale is $15,000. Nov. 6—Ofc. J. Bickle arrested W.Vale, 57, of Madras, for DUII. Moody was dispatched at 9:22a.m., to assist Bickle with a dog in a vehicle related to a DUII. The dog was aggressive and located in a tan Toyota Tacoma. Moody was able to seize the dog with an animal catch rod and turn it over to Dog Control for safe keeping.
Earlier at 8:58 a.m., Ofc. Bickle was dispatched to a non injury hit-and-run at the Tollgate Inn. The suspect vehicle was a tan Toyota truck. K Lofstedt reported the incident and the truck belonged to her boyfriend. The couple got into their respective vehicles when Lofstedt observed the Toyota truck slowly roll forward and strike her boyfriends vehicle. Lofstedt said the driver of the Toyota backed up and drove out of the parking lot onto Bluff Rd. and waived at them.
At 9:16 a.m. Bickle discovered a tan Toyota Tacoma heading east, waiting at a light. The truck turned into the strip mall parking lot where Bickle affected a traffic stop in front of Baskin and Robbins. The driver pulled into a parking space and completely drove onto the sidewalk. When Bickle approached the car and tried to speak to the driver, later identified as Vale, he observed a blue heeler barking loudly and lunging toward him. Bickle asked Vale to step out of the car so they could speak so they wouldn’t be trying to converse over the dog barking.
Vale asked the officer three times why he wanted him to step out of the car. Each time Vale would remain seated and just stare. When he did get out of the car, Bickle had to grab him on three occasions to keep him from falling and hurting himself. Bickle asked Vale if he had been drinking and he replied, “a couple.”
Bickle asked if he would be willing to perform some field sobriety tests (FSTs). Vale said he would sleep it off in his car. The Officer said, “That is not an option.” Vale failed in each of the FST’s and his BAC was .19%. He was arrested and transported to the Clackamas County Jail. Nov. 6—at 11:15 p.m., Ofc. E. Roberts was dispatched to a robbery report at the Plaid Pantry at 38620 Pioneer Blvd, in Sandy. S. Cushman, a plaid pantry employee, reported two Hispanic males had come into the store and went straight to the back where the alcohol is stored. Cushman tried to keep an eye on them, but the store was busy at the time. Before she could do anything, the men ran out of the store, each carrying a case of beer.
The suspects were both wearing hoody sweatshirts with the hoods pulled up over their heads and got into a white Honda. Cushman got their license number and showed Roberts videos of the suspects. Roberts filed a report and the case will be pending until the suspects are contacted. Nov. 10—Ofc. L Sytsma arrested L Baker, 54, of Sandy, for Criminal Trespass II. Baker came in to the Sandy Police Department to report her purse had been stolen. While conducting a routine records check, Sytsma found Baker had a warrant out of Salem and placed her under arrest. Bail is $2500. Nov. 10—Ofc. K. Taylor arrested K. Fortner, 25, of Sandy, for Criminal Mistreatment. The victim was a minor child who received a bruise and abrasion on two separate occasions. Bail is $15,000. Nov. 10—Ofc. L. Sytsma arrested W. Desemple, 30, of Issaquah WA, for obtaining contents of communications. At 8:46 a.m., Sytsma noticed a blue Chevy Blazer traveling faster than the surrounding traffic. He activated his moving radar unit and obtained a return of 38 mph in a 25 mph speed zone. Sytsma turned on his lights and pulled the vehicle over on Pioneer near Shelley St. He informed the driver, Desemple, why he was being pulled over. Desemple said he couldn’t be going that fast and said his speed couldn’t have been over 25 or 30 mph and asked to see the radar unit. Sytsma said that was not possible and returned to his patrol car to complete the citation. When Sytsma returned to issue the citation, he noticed Desemple holding a cell phone up in the air.
Sytsma explained the citation to Desemple and asked if he had any questions. He said he did and began to deny he was speeding again. Desemple told Sytsma he recorded the entire conversation. . . . Sytsma asked him to get out of the car and informed him that recording someone’s voice without first obtaining permission was a criminal offense, and he was being placed under arrest. Desemple received a criminal citation for obtaining contents of communication and a speeding ticket. Nov. 11—Ofc. E. Roberts arrested K. Coutts, 24, of Sandy, for DUII. Roberts noticed a person slumped over the steering wheel of a gray SUV in the Safeway parking lot. Roberts did not know Coutts condition at the time, but as he approached the car he noted a strong odor of alcohol, and later Roberts noted Coutts eyes were blood shot and watery. Roberts asked Coutts how he got to the store. He said he drove from home. When asked if he had anything to drink, Coutts replied three beers. Roberts asked if he would agree to some field sobriety tests and Coutts agreed. He could not successfully perform any of the tests. Later he consented to breath sample and his BAC was .17% Nov. 11—Ofc. Sytsma citedJ. Coolbaugh, 46, of Sandy, for DWS violation. Clackamas County Sheriff Deputy Cuddeford relayed to Sytsma that he believed Coolbaugh was driving a 1981 Chevrolet pickup, and gave a partial license plate number. Cuddeford also informed Sytsma that Coolbaugh had a suspended license. Roberts observed the vehicle traveling eastbound on highway 26 and proceeded to follow it while verifying the license. He stopped the vehicle and spoke to Coolbaugh who said his license was suspended, and that he was wrong for driving. Coolbaugh was cited and his vehicle was towed. Nov. 11—Ofc. E. Roberts cited M. Low, 24, of Eagle Creek, for driving while suspended. Low was stopped for expired tags. A routine check revealed his license was suspended. Nov. 13—Ofc. E. Roberts responded to a two vehicle, non injury car crash. The drivers involved were E. Ruhl, 19, of Sandy and A. Hubbard, 32, also of Sandy. The crash occurred on Highway 26 near University Ave. Ruhl said she had pulled out of the Safeway parking lot and entered the center median to wait for eastbound traffic to clear. After entering the eastbound lane, the car in front of her “slowed down quickly.” Ruhl applied her brakes but was unable to avoid a collision. When Roberts questioned Hubbard, she said she was traveling slowly in heavy traffic and that she did not apply her brakes abruptly, she applied them gently. Ruhl was cited for following too closely and Roberts explained to both drivers what their responsibilities were. Both vehicles were towed from the scene. Nov. 14—Ofc. J. Bickle arrested G. Clary, 37, of Sandy, for DWS violation. Bickle stopped Clary on Highway 26 near Ruben Lane. Clary could not provide proof of insurance and said he had not lived at the address on his license in over 90 days. Clary was cited for DWS, failure to carry proof if insurance, and failure to change his address on his license. Nov. 14—Ofc. A. Olmos arrested J. Lindstrom, 25, of Madras, for Assault IV. At 3:46 a.m. Olmos responded to a disturbance at 39683 Dubarko Rd. Dispatch advised that a drunk male was attempting to leave the scene, but L. Scott, Lindstrom’s girlfriend, took his keys. Scott said Lindstrom hit her in the head with her purse. Lindstrom took her purse because Scott took his keys. He gave the purse back by throwing it at her. Nov. 15—Ofc. L. Sytsma arrested S. Godair, 55, of Sandy, for a “failure to appear” parole violation. At 10:06 a.m. Sytsma made contact with Godair behind 17055 Ruben Lane, where he was camped in a doorway. A routine check had disclosed that a retainer had been issued. Godair was arrested and transported to Clackamas County jail.
